一部改正手法について
「一部改正」は、一部分を改正するという意味ではない。法律や規制要件を改正する際に「全改正」と「一部改正」という手法があり、全改正というのは条文を全面的に書き換える改正手法である。
一方で、一部改正は、改め文（”あらためぶん”または”かいめぶん”とも読む）の方式をとる。
つまり「～を改める」「～を削る」等の形式である。
従って、全改正の方が改正量が多く、一部改正の方が少ないというわけではない。
では、一部改正をする理由は何かというと、主に条番号を変更しないようにするためである。
条番号を変更してしまうと、当該法令や規制要件を参照している手順書等の参照先条番号を変更しなければならなくなる。
GMP省令やQMS省令の章番号が変更になった場合、大きな改訂作業となることが予想される。
これを避けるため今般のGMP省令やQMS省令の改正は一部改正手法をとったものと思われる。
一部改正手法において、要件（箇条）が追加になる場合は、例えば第3条の2や第3条の3というように項番を追加することとなり、従来の条番号に変更は発生しない。
なお、改め文は、改正点が明確かつ簡素に表現できるというメリットがあり、我が国における法改正の方法として定着している。
一方で、一見して何がどのように改正されたのかが分かりにくいという面がある。
この点を改善しようとするものとして、改正前と改正後の規定を対照した表（新旧対照表）を改正方式として用いることも提唱され、現在、省令においては新旧対照表方式が採用されているものもある。
法律の場合、新旧対照表は、改め文方式で書かれている改正法律の参考資料としての位置付けとなっている。
今般の GMP 省令の一部改正においても、新旧対照表の形式をとった。ここで注意が必要なことは新旧対照表において変更のない箇条については省略されているということである。
