筆者が製薬企業や医療機器企業の製造所を監査した際に「校正」と「点検」を混同している事例が非常に多く見かけられる。
多くの企業のSOPに「校正をもって点検に代える」と記載されていることがある。
これは間違いである。
校正とは
JIS Z 8103:2000 のJIS計測用語によると校正とは
『計器又は測定系の示す値、若しくは実量器又は標準物質の表す値と、標準によって実現される値との間の関係を確定する一連の作業。』
と定義されている。
ここで注意が必要なのは、校正には計器を調整して誤差を修正することは含まないということである。
校正は、国際標準機にトレース可能な基準器等を用いて器差（計器の示す値から示されるべき真の値を引いた値：いわゆる校正ずれ）を求めることである。
けっして器差に対して調整を行う訳ではない。
ただし、一般に外部校正に出した場合などは、器差が限界を超える場合など調整を同時に実施してもらうことが一般的である。
点検とは
点検には、日常点検（使用前点検）と定期点検がある。
日常点検（使用前点検）は、測定機器などを使用する前に、正常に動作（つまり測定）することを確認する作業である。
しかしながら、多くの企業では「スイッチが入ることを確認する」「ランプが点灯することを確認する」といった、使用すれば容易に分かることばかりを日常点検手順としている。
これでは無意味である。
正しい使用前点検は、標準品などを測定し、適切な値を示すことを確認することである。
また標準品等が存在しない場合は、2台の機器を用いて同じ検体に対して測定を実施し、差がないことを確認するのである。
定期点検は、主に業者に依頼し、内部を確認してもらうなどのいわゆるオーバーホール（分解点検修理）などを実施してもらうことである。
もちろんオーバーホールが必要でない機器も多数存在する。
その際にも企業では持ち合わせない特殊な測定機器などにより適切な動作をしているかどうかを確認し、問題がある（ありそう）な場合には、必要部品等を交換する作業である。
筆者が監査で発見する不適合事項の1つに、耐用年数を超えた機器（例：10年以上も前に購入した測定機器）を使用し続けているという事案がある。
被監査部門の抗弁は「これまで故障したこともなく、校正ずれがあった際も適切に調整をしてきた。」といったものである。
ちょっと待って頂きたい！
これまで故障しなかったということで、明日以降故障しないという保証は全くないのである。
また過去に校正ずれがあった測定機器に対して、現在校正ずれがないはずとする根拠も乏しい。
機器は必ず経年劣化するものである。
一律に1回/年の校正実施とするのではなく、使用経過年数に応じて校正頻度は変更するべきである。
